Get a step get a step bit. Drill the hole out takes about 30 seconds. First pull all the bolts except one that’s furthest away, let the end down that needs drilled out then drill. This keeps the threads in the frame from getting damaged.

I think that’s reasonable. I’d probably stay them with 3-4 coats in the damaged area.

Mine does easily, +25 285/70/17. I have no doubt +35 will be fine. I do have the SDM and use it often.
