I would try rotating the tires if you haven't just to see if it changes, I know you said they were re balanced. Have you tried to see if they will ride along with you since they wont drive it? Seems like a easy win since Toyota has to sell a vehicle that's suppose to be safe in all 50 states...

I have these, but the silver version on my TRD OR. i actually removed to them to plastic dip them black so they look like yours and they came out great. Blew my mind though when I found out they were all plastic including the mounts lol.
