Is there a way to ensure the fuse panel completely shuts down? Maybe mine is not?

Thanks for the explanation Dan. I have tried both the IJN and IGN and you are correct the lights to come on occasionally. The only thing I have noticed is the lights do not turn off after a few minutes. I am currently tapped into the IGN fuse. Which one are you using?
