They have rust on my pro but not on my wife's 24 Land Cruiser, why? Is this normal? Same thing with center nut on top of shocks.

Those are the widest ones for the pro and trail hunter, That's why they stick out past your fender flares. If they were on a pro or trail hunter they would be perfectly even with the fender flares. They do cover your tires fully though.
