New housing has been installed. It resolved the issue. Filter now fits as expected.

Banks is sending me a replacement housing. I took it out to the desert this week and it was banging around so badly I thought something in the front end had come loose. Hoping the replacement finally fixes it. Customer service has been great. Nice to know a company stands behind their products.

I am going to reach out to them.

Does your filter have play in the air box? Definitely not snug.

Similar issue on 24 TRD Off Road. Dealership delivered it in that condition.
