Idk if this helps, but you can buy an under-seat vent cover on Amazon for $10. Then you can use @lauren01 suggestion to heat gun the husky mat and reposition it under the vents, so it doesn't obstruct airflow.

Are the bed steps OEM or aftermarket? I've noticed some subtle differences in the design-specifically in the rubber step and its angle. SXTH Element only supplied the bracket, so I don't believe they're the issue. I'm pretty sure the problem lies with the rubber steps themselves.

I haven't had the pleasure of experiencing single-digit temps here in TX-the lowest we've gone down to was about 24`F. That said, I have zero complaints about the heater in my truck. It warms up nicely within 10-15 mins, and the heated seats and steering wheel are a big bonus.
Installation looks straightforward since the adhesive sticks to the edge of the taillights, but removal may be challenging and could leave behind a sticky residue.
