Factory Rigid Fog Lights Peeling

I noticed that there is a clear layer that is coming off of the factory rigid fog lights. I don’t know if this was a protective layer or a defect. Anyone else have this issue?

Looks like dealer didn’t remove the protective film during pre-sale inspection.

I don’t think it’s a protective film because as this layer peels off the layer that is left is foggy.
Maybe there’s some residue left behind the film? Which is why it should have been removed before the lights were used. The heat may have caused some adhesive to stick to the lights.
I would take a pic then peel it off and see. Whether that film is meant to be there or not, seems like it may be a warranty issue.
