Looks like optional equipment but probably standard on the limited.

According to that spec list it is standard on all models. My wifes 2015 RAV4 4 has it. You can actually see the heating strips in the lower glass area.The RAV4 has its own switch. Maybe the elements just arent visible in the glass on the new models..
