Mine don't even run the length. They are 4 pieces about 1 ft each covering the bolt holes with color matched paint in the rest of the channel. Looks a bit odd from the top but I have a roof rack ordered from Westcott so they will be removed anyway.

You could get it loaded up and measure your clearance front vs. back. Then you'll know for sure. It'll probably be different for the various trims and packages since suspensions aren't all the same across the Tacoma line.
My understanding is that the rear already has slightly more clearance to compensate for the compression if you load the bed up with a lot of weight. So unless you are fully loading the bed, there's already "extra" clearance for rear tires.

The manual actually calls that one "non-powered" so maybe it's just wiring and a fuse but not actually connected anywhere? That would mean they just put the harness in so you can use it for whatever you need to get between the front and the rear.

They should be legit. They are the manufacturer of most of the name brand covers and they have been working hard to get 2024 products to market. They just recently added them to their site because they were not trying to sell gen3 covers as if there was no difference like some Amazon/eBay sellers.
