I completely forgot about this. I had a similar problem but with a rental car after I got the Tacoma. If I had the digital key on my phone it was struggling to connect to a few Toyota rentals. Deleting the digital key worked for me. I was also able to add it again without further issues.

Yes, the uncapped one is the OEM dashcam plug. I wouldn't load it up with too many devices but a dashcam and maybe one other low power accessory should be fine.
