So am I deciphering the tables correctly in that, a Tacoma TRD OR with only the upgrade package, does not include the 14" screen, but the same sound system as the premium package, but you can add the 14" screen to the upgrade package by selecting "EF" + "OU" option?

Correct it seems so far. You can get the upgrade package, the 14" screen at a discounted price bc you already have the speakers, and heated seats separately as options if you don't want/need everything else in the premium package.

The description in the upgrade package includes "JBL Audio". The description in the premium package includes "Premium JBL Audio". That tells me the audio systems in the two packages are different. What the specific differences are, I have no idea.

I'm disappointed with the option packages overall. I would have thought that heated seats and a heated steering wheel would seem to naturally go together. It looks like in order to get both, I would have to spend $4,640 and get the upgrade package. If you skip the upgrade package, you can only get just the heated seats for an additional $585. I really don't want/need the bluetooth speaker, powered horizontal rear window, trailer brake controller, or digital key (by subscription only).

I'm 95% sure the gas engine comes with these.

If I'm reading things right though the hybrid will have a different size tire (little bit bigger) so we'll have to wait and see on that one.
