I was looking around and seems like some folks made this more complicated than it needs to be, so just wanted to throw a couple pointers and the torque spec out here for anyone looking.
First off, you do not need an extension on a socket through the engine bay to remove or install the bolts. I used a 14 mm wrench from the wheel well, loosened, then removed by hand.
After installing the top hat reinforcement I tightened all bolts by hand then tightened the remainder of the way with a torque wrench to 33lbs.
After the reinforcement plates are on, the studs are short enough to get to all of the bolts with an 80# harbor freight torque wrench and standard 14mm socket. Yes, I know a HF wrench is not as accurate as something high quality, but it's what I have
Side note: I didn't spend time verifying this torque spec diagram, so double check for your own rig.
