I decided the ICON Top Hat seemed like a good investment.

14mm deep well socket, a couple 6” extensions, 3/8 ratchet, a 14mm combo wrench and a drop light. About 30-40 minutes

What is this for?

The top hats (at least on the early 24 models) are weak and have seen a few cases where they are broken and the shock pushes through. These are steel reinforcement plates that sit on top the top hat.

I also installed the Icon reinforcement plates. After installing I wonder if these plates are installed and one would have a failure of the casting how would you know? What if you are driving around with a cracked shock mount but can't see it because of the Icon plate. I had reached out to Icon for their thoughts, but it was obvious that it was easier to get in touch with the White house. I never did get any feedback. Thoughts from the real world please?

As noted above, the early trucks saw some failures. Tacoma fixed the issue.
Did they? Not that I've looked at any new models, but I haven't seen anything different that they're no longer using cast.

Well, the problem disappeared.

Toyota doesn't sit on its butts after a new release.* If they see a failure trending, they fix it. It would be stupid to keep manufacturing things that break during warranty. Expensive and a death to their reputation.

Several people reported this failure on the forums early on, but those reports subsequently ceased. How they fixed this part, I have no idea.

I recall the first rear brake line failure that hit the forums. A guy from Fairbanks had driven the haul road, and mud caused his brake line to fail. The dealer said it wasn't covered. Toyota flew in an engineer, and they chose to cover it. I recall another problem that Toyota flew in a team to look at the issue, but I don't remember what the problem was. Perhaps it was this.

I've wondered the same thing and settled on the uninformed notion that with the "hat" as I like to call it, the casting would have no room in which to stress and eventually break. The hat does not hide the failure as much as prevent it.

I had them installed at the same time as the front Alldogs springs. While it doesn't prevent the failure, I need to know I can drive back safely should the failure occur.

That's funny. I also installed mine that the same time I installed the Alldogs spacer erasers all around. Good Point you make. Because these are easy to access that perhaps once a year, I would remove them to inspect the castings for breaks or cracks? I think this will be my approach going forward.
