Dealers buying for demo/loaner fleet is a common one. Also lots of employees buy then (esp Pro and TH) at EP pricing… drive for a few miles and move on. They can make money on them and keep trying out new vehicles. I’ve seen some in our area coming up with less than 1000 miles. Hell, there was a 26 “used” with like 300 miles that came up the other day. These can be great deals if you get the CPO/Gold on them and almost all banks/CUs will finance them as a new vehicle. You just lose out on: 1. Subvented rates the captive lender might have (in most cases). 2. The trial subscriptions to remote start/XM, etc. 3. Toyota care oil change (usually). but you can negotiate a package from the dealer if this is important to you.
